Job Description Performing direct labor work related to the manufacturing and production of industrial products.

Employer EligibilityEmployers must meet one of the following criteria:

  1. Specific Manufacturing Processes: Manufacturers involved in specific processes (3K industries) and related sectors as designated by the Ministry of Labor.
  2. New Domestic Investment Projects: Manufacturers that meet the criteria for specific processes and related sectors, have established new factories between March 13, 2013, and December 31, 2014, and have obtained a factory registration certificate.
  3. Taiwanese Enterprises Returning from Overseas: Manufacturers that meet the criteria for specific processes and related sectors, have established new factories between March 13, 2013, and December 31, 2014, and have obtained a factory registration certificate.
    1. Manufacturers that have invested overseas for at least two years, meet the specific process criteria, and establish a new factory within three years after receiving qualification recognition from the Industrial Development Bureau of the Ministry of Economic Affairs.
    2. Must meet one of the following investment and employment conditions:
      1. High-tech manufacturing industry: Minimum investment of NT$500 million.
      2. Other manufacturing industries: Minimum investment of NT$100 million.
      3. Within one year of obtaining the factory registration certificate, the company must employ at least 100 local workers.
  4. Taiwanese Enterprises Returning for Investment Action Plan:
    1. Must comply with the investment action plan approved by the Executive Yuan on December 7, 2018.
    2. Must apply for recognition from the Ministry of Economic Affairs between January 1, 2019, and December 31, 2024.
    3. Migrant Worker Recruitment Measures: Eligible companies may receive pre-approved migrant worker quotas, exemption from periodic inspections for one year, and an additional 15% migrant worker allocation under the Extra System, but the total ratio must not exceed 40%.
  5. Offshore Wind Power Industry Workforce Supplement Action Plan:
    1. Must comply with the workforce supplement plan approved by the Executive Yuan on July 26, 2021.
    2. Must apply for recognition from the Ministry of Economic Affairs between July 1, 2021, and December 31, 2024.
    3. Migrant Worker Recruitment Measures: Offshore wind power manufacturers that meet investment, expansion, and local employment conditions may receive pre-approved migrant worker quotas, exemption from periodic inspections for one year, and an additional 10% migrant worker allocation under the Extra System, but the total ratio must not exceed 40%.

Manufacturing Industry 3K Five-Tier System

  1. Applicable to 105 industries, divided into five tiers:
    1. A+ Tier: Allocation ratio 35%
    2. A Tier: Allocation ratio 25%
    3. B Tier: Allocation ratio 20%
    4. C Tier: Allocation ratio 15%
    5. D Tier: Allocation ratio 10%

Extra System – Additional Employment Stability Fund Mechanism

Employers may increase migrant worker allocation by 5%, 10%, 15%, or 20%, with a maximum total allocation of 40%.

Required Documents for Migrant Worker Application in Manufacturing Industry

  • Copy of the company representative's national ID.
  • Copy of company registration certificate.
  • Copy of business registration certificate.
  • Copy of factory registration certificate or temporary factory registration certificate.
  • Latest corporate income tax payment certificate (including balance sheet).
  • List of company assets (including machinery and equipment details).
  • Detailed labor insurance enrollment list for the past 12 months.
  • Copies of labor insurance payment receipts for the past six months.
  • Copies of labor pension payment receipts for the past six months.
  • Copies of labor retirement reserve fund payment receipts for the past six months (if applicable to employees with old pension system tenure).
  • Copy of the most recent labor-management meeting minutes.
